WRSC and House of Procurement (HOP) Forge Strategic Partnership to Revolutionize Kenya’s Agricultural Trade
In a significant move to transform Kenya’s agricultural sector, the Warehouse Receipt System Council (WRSC) and the House of Procurement (HOP) have officially signed a Memorandum of Understanding (MOU). The agreement, led by WRSC’s Ag. CEO Lucy Komen and HOP’s Managing Director, Bernard Odote, mark a bold step toward building a more resilient, efficient, and sustainable agricultural ecosystem for farmers and traders.
This partnership aligns the WRSC’s regulatory strength in certifying warehouses and establishing a trusted Warehouse Receipt System with HOP’s commercial expertise in connecting these certified storage hubs to buyers, financiers, and export markets. Together, they combine governance with market execution to transform infrastructure into engines for trade, liquidity, and inclusive growth.
This powerful collaboration is designed to tackle some of the most persistent challenges in agriculture, including post-harvest losses, market instability, and limited access to finance, by driving the nationwide adoption of the Warehouse Receipt System (WRS).
At its core, the WRS allows farmers to deposit their harvested commodities in certified warehouses and receive a Warehouse Receipt. This receipt acts as proof of ownership and quality, enabling farmers to secure better financing, gain market leverage, and access structured markets.
This partnership will drive awareness and training for farmers on the benefits of the Warehouse Receipt System. It aims to stabilize markets using certified warehouses as hubs, attract investment in storage infrastructure, and facilitate affordable finance for farmers. The initiative will also leverage digital tools for transparency and focus on inclusive growth by integrating smallholders and businesses owned by women and youth into structured trade and export markets.
This initiative is expected to significantly reduce post-harvest losses, raise farmer incomes, and ensure price stability. It will greatly improve access to credit and enable near-real-time payments for farmers. The partnership will empower marginalized communities by bringing them into formal supply chains and will boost Kenyan exports by meeting international standards, establishing the country as a major regional trade hub.
